How Enhanced Address Validation Works

Addresses with a Required Validation type of Enhanced Address Validation undergo the following flow of events.

  • The system checks the Enhanced Address Validation Exclusion list. If the address matches an entry in this list, it is not validated using Enhanced Address Validation, even if the required validation type is Enhanced Address Validation. It is validated using USPS instead.

  • If the address is a PO Box, that address is not validated using Enhanced Address Validation, even if the required validation type is Enhanced Address Validation. It is validated using USPS instead. See PO Box Formats below.

  • The address is sent to the Enhanced Address Validation system for validation.

    If the address returned from Enhanced Address Validation contains errors, you can correct the address and resubmit it for validation.

    If an exact address match can't be found, Enhanced Address Validation may return a list of possible addresses. You can select the appropriate address and resubmit it for validation.

    If the address is correct, the IDI platform receives the FIPS and any special district codes for the geographic location of that address.

    • FIPS stands for Federal Information Processing Standard. The FIPS codes that Enhanced Address Validation uses are 10 digit codes in which the first two digits represent the state, the next three digits represent the county, and the last 5 digits represent the place (village, town, city). For example, 0100106460 is the FIPS code for the town of Billingsley in Autauga County in the state of Alabama. '01' is the state FIPS for Alabama, '001' is the county FIPS for Autauga and '06460' is the place FIPS for the town of Billingsley. he IDI platform uses the FIPS code to look up the related Tax Jurisdiction.

    • Special district codes are Enhanced Address Validation custom codes that define an area for which a special tax, like a school tax, may be defined. For example, '29AMB27064', is the code for the "NOEL T ADAMS AMBULANCE DISTRICT" in the state of Missouri. For any given special district, there may be a unique tax designated for any address that falls in that special district.

  • The IDI platform stores the address, along with any corresponding FIPS and any special district codes. In order for the taxing system to use this information, IDI Billing Solutions has mapped the FIPS and the Special District codes into its system of Tax Jurisdictions. The Tax Department of IDI Billing Solutations performs this task of linking new and existing Tax Jurisdictions to all available FIPS and special district codes. They maintain and update these links based on quarterly updates from Core Logic.

  • The IDI platform then derives the Tax Jurisdiction(s) :

    • The IDI platform uses the FIPS and Special District codes to find the associated jurisdictions. These jurisdictions are stored with the address.

      Note

      It is possible for an address to be associated with one or more tax jurisdictions.

    • If no FIPS is available, the IDI platform determines the jurisdictions based on the State, County, and City information.

      At billing time, or at the retail point of sale, these Tax Jurisdictions are used to determine which taxes to apply to the invoice for each account.

      If you use Customer Care for address validation, the following additional functionality is supported:

  • Enhanced address validation (CoreLogic) automatically updates census block, census tract and latitude/longitude information on service and contact addresses. This information is viewable in Customer Care and the Audit Log web application.

  • When using standard (USPS) validation, you can manually enter and update the latitude, longitude, census tract, and census block information on service and contact addresses in Customer Care.

PO Box Formats

PO Box addresses are not validated using Enhanced Address Validation. These addresses come in many variations. The IDI platform catches the following variations:

  • PO Box 1234

  • P.O. Box 1234

  • PO 1234

  • P.O. 1234

  • Box 1234

    Notes:

    • The evaluation is not case sensitive so the PO and BOX entered can be entered in either lower case or upper case letters (or any combination of the two) and it is still detected as a PO Box address.

    • Spaces do not matter either. For example, the system catches both PO Box and P O Box.
