This GSM usage record cannot be outcollected because the roaming agreement does not allow voice outcollects.

Actions you can take to resolve the problem:
If this occurs during network testing, edit the GSM roaming agreement (TAP Settings tab) to enable voice transfers, specifying an appropriate Test date range that voice traffic is expected. This will cause test TAP voice files (TD) to be generated, however these files will not be outcollected to the roaming partner.
If this traffic should be billed to the roaming partner (outcollected), edit the GSM roaming agreement (TAP Settings tab) to enable voice transfers, specifying an appropriate Live date range that voice traffic should be billed (i.e. outcollected) to the roaming partner
