The RateBill application is used to rate all usage records. This includes records from your switch that involve roaming usage.
The rating engine determines that a record belongs to a Roaming Partner based on the MIN and the serving SID in the usage record -- or the IMSI and the serving PMN in the case of GSM usage. It uses the Roaming Agreement to apply the correct charge to the record and stores the usage in an Outcollect database. The IDI Clearinghouse Service processes these records into a CIBER or TAP Outcollect file which is sent to the ARP.
The RateBill application also rates Incollects from your Roaming Partners. The IDI Clearinghouse Service processes Incollect files received from the ARP to create a file that can be rated. This usage is rated according to the plan your subscriber selected and billed to his account.
If the rating engine determines that a record is unwanted, it is bypassed. The bypassed record is written to the database (if that option has been selected in Admin Console). Bypassed files cannot be loaded into the system. You must reload the original file after making any fixes needed to eliminate the problem that created the bypass.
