The Clearinghouse Service creates this file so it can be loaded and rated using the Rating and Billing application. The results are charged to your subscribers. The name of this file is the same as the Incollect file with an Index number added to the end of the name. You can configure the "Incollect Output Directory" to point to the Rating and Billing "In" directory.
