Each roaming agreement has an effective date and a disconnect date. The call start time of each usage record billed to a roaming agreement must fall between these dates (actually there is an end grace period setting that extends the end date to be even later by a number of days, so that usage such as this can load). In this case the usage is dated after the disconnect date of the roaming agreement (including the end grace period).
