Each roaming agreement has an effective date and a disconnect date. The call start time of each usage record billed to a roaming agreement must fall between these dates (actually there is a start grace period setting that extends the start date to be even earlier by a number of days, so that usage such as this can load). In this case the usage is dated before the effective date of the roaming agreement (including the start grace period).
