The Serving PMN and LAC criterion has the following rules:
The format must be "PMN – LAC", that is, PMN, followed by a space, "-", space, LAC.
The PMN must be a 6-digit number.
The LAC must be a 5-digit number. This may include leading zeros.
The PMN must exist in the PMN table.
