The IDI platform processes a Country area the same way it processes any of the other calling areas, except it uses the Country (and Region if you include it) of the Originating and/or Terminating number as the evaluation criteria. The following are business rules regarding the way Country/Region criteria interact with the Include/Exclude action of the Calling Area Detail:
If the Action is INCLUDE:
The most general Country criteria will apply. For example, if you have a call from Marseilles, France, and the Country criteria is France (country/band = 33), then the call will be rate successfully. If, however, the Country criteria is Paris (country/band = 33.1), then the call will spin for ‘No Matching Program’ If you have both Paris and France in the Country criteria, the call will rate successfully.
If the Action is EXCLUDE:
The most general Country criteria will apply. For example, if you have a call from Marseilles, France, and the Country criteria is France (country/band = 33), then the call will match, it will be excluded, and it will spin for ‘No Matching Program’. If, however the Country criteria is Paris (country/band = 33.1), then the call will not match the criteria, and it will rate successfully. If you have both Paris and France in the Country criteria, the call will match and it will be excluded and it will spin for ‘No Matching Program’
If you have two Calling Area Details, one an INCLUDE and the other an EXCLUDE, The EXCLUDE action is processed first.
Examples illustrating how this works:
You have a call from Paris, France and the EXCLUDE criteria is Paris ( country code 33.1) then the rater will match the call to the EXCLUDE action and the call will spin for ‘No Matching Program’. In this case it doesn’t matter what the INCLUDE criteria are. The matching EXCLUDE criteria will have already spun the record
You have a call from Marseilles, France. The EXCLUDE criteria is Paris (country/band = 33.1) and the INCLUDE criteria is France(country/band = 33). The rater will match the call to the INCLUDE action and the call will rate successfully.
You have a call from Paris, France and the EXCLUDE criteria is France (country/band = 33) and the INCLUDE criteria is Paris (country/band = 33.1). The EXCLUDE action will match the call first and the call will spin for ‘No Matching Program’, despite the fact the the INCLUDE action would also match the call.
If you want to use the EXCLUDE action, it is best to EXCLUDE the most specific case (e.g. Paris), and INCLUDE the most general (e.g. France).
