Create a new contract with a Service Count Commitment contract term.

Add a Multiplier Fee Contract Penalty.
This contract must be assigned at the customer level. If the customer has 7 services active in a bill period, the system calculates the difference (which is 3). It multiplies the difference by the penalty amount of $50.00, which results in a $150.00 charge to the customer's invoice.
