Permissions reside in Admin Console > Security > Profiles > Permission profiles.

Enabled: Lets you view and manage journals.
Disabled: Journal Search is not displayed on the Applications > Customer Management menu. Also, journals are not listed on the Journals or Summary tabs on the Customer window.
