You must configure the promotion to specify which items must be purchased to apply the discount and which items are discounted. This is accomplished using the Promotions Configuration Wizard.
To configure the promotion:
From the Promotions window, right-click the promotion and select Configure. This opens the Promotions Wizard at the Promotion Type window.

Select the Promotion type and follow the instructions in the wizard.
Flat - Applies a fixed amount or percentage discount to the eligible retail product(s).
Tiered - Applies a scaled amount or percentage discount to the eligible retail product(s) based on the quantity purchased or the total charges of the sale.
Bundled - Applies an amount or percentage discount to the applicable retail product(s) based on the purchase of one or more retail and/or billing products.
