The serving cellsite in this usage record is not configured in the Cellsite table correctly.

Actions you can take to resolve the problem:
The Cellsite table is improperly configured. Find the InitialCellsiteID column in the SPUN record (the ALL COLUMNS view option must be chosen); this is the CellSiteID in the Cellsites table. Use Admin Console ‘Cellsites’ to edit this entry in the cellsite table – specify a good Serving SID.
The SID table may be out-of-date. Contact IDI BCT to upload any newer version of this table.
If the usage record should be billed anyway, choose Override Rule on the usage record. If this is done frequently, consider a change to Unbillable Rules for this Unbillable Code. Note that ignoring lookup failures can have undesirable downstream repercussions including rating and discounting failures and poor invoice presentation.
Details
Each cellsite in the Cellsite table must specify its Serving SID, which is vital to downstream processing. In this case, the cellsite in the cellsite table did not contain a Serving SID or contained a Serving SID which was not in the SID table.
