What is CPNI?
CPNI stands for Customer Proprietary Network Information. Per the Federal Communications Commission (FCC), this is defined as:
Information about a customer's subscribed services (call detail) including:
Quantity – Number of minutes used.
Technical Configuration – type of service: wireless or wireline.
Type – local or long-distance calls.
Destination – where a call terminates.
Location – where a call originates.
Amount of use – call time (length).
Information made available to the carrier by virtue of the carrier-customer relationship.
Information contained in customer bills such as telephone exchange service or toll service, number of lines, long distance carrier, and subscription length.
The FCC mandates that telecom carriers follow guidelines to ensure this information is protected, for example, from pretexters who pose as someone else to obtain records for illicit gains.
How will this information be protected?
All customer wireless and wireline accounts must be assigned a subscriber-selected password. This is done in order to protect this information from pretexters (someone who poses as someone else in order to obtain records, that for example, may be sold on the internet).
Accounts may be assigned a temporary PIN for identification verification. Whenever account access is requested, or certain customer information is changed, a notification is sent to the customer for verification.
Terms
CPNI is the customer's information that is to be protected.
CPNI data is the security information to be collected and used to protect this information. It consists of information such as a customer's Password, Security Question, and Answer.
Briefly, here is how Customer Proprietary Network Information is managed. The order may vary somewhat.
Phone company decides which customers need to have CPNI data on file.
CPNI is configured within the IDI platform.
Appropriate customers are identified and sent a temporary PIN.
Customers contact phone company with their PIN and their identities are verified.
CPNI security information is collected. (As new customers sign up for service, their CPNI data is also collected.)
Customers are appropriately identified by use of password before changes can be made to their account.
Notifications are sent per company's business rules when certain changes are made to an account.
Routine checks are made to ensure that all required customers have the necessary CPNI data on file.
Who Manages CPNI
Depending on how your company decides to implement protection of customer proprietary network information, there may be different levels of permissions and tasks that will be divided up by users (customer service representatives) and administrators.
Generally the configuration for CPNI is performed by an Administrator.
Administrator CPNI Functions
Configuring and testing PIN and account change notifications
Specifying which accounts require CPNI data
Specifying user groups to manage follow-ups for unsuccessful notifications
Performing database searches to audit CPNI compliance
User CPNI Functions
Generally, users (CSRs) perform the following:
Collecting and verifying CPNI data
Managing follow-ups for unsuccessful notifications
