The IDI platform uses two tier types for rating usage:
Total
The total tier type uses grand totals of the usage to determine the rate the usage is charged.
Example of Total Tier rating:

For the selected bill period, the customer had 1000 minutes of total usage. Each usage record is rated at $.08 per minute. The charge is $80.00.
Stepped
The stepped tier type uses running totals of the usage to determine which tier to use when rating the usage.
Example of Stepped Tier rating:

The customer has made 3 calls in the selected bill period, each with 500 minutes of usage.
The first call is charged at the $0.10 per minute rate, or $50.00.
The second call is charged at $0.10 per minute for the 1st 300 minutes ($30.00) and $0.08 per minute for the remaining 200 minutes ($16.00), or $46.00 for the call.
The third call is rated at the $0.08 per minute rate, or $40.00.
The charge for all three calls is $136.00.
