CLECs are required by law to have an independent third party verify residential subscribers’ requests to change their telecommunications service provider (local, long distance, and/or local toll). Upon receipt of such a request, the CLEC notifies the third party of the subscriber’s change request, the third party contacts the subscriber to verify whether or not they consent to the change, and the third party returns the verification results to the CLEC. If the verification results indicate the subscriber consented to the change, the CLEC submits a change order for that request. This process protects subscribers from “slamming” (switching a telephone subscriber’s service provider without that subscriber’s knowledge/consent).
Depending upon your business rules, third party verification can be accomplished in two ways with the IDI platform:
-
Verification requests can be automatically submitted to the independent third party as part of your task plan.
-
Verification requests can be manually submitted to the independent third party, using the Third Party Verification (TPV) application provided in Customer Management.
The TPV application enables a Customer Service Representative (CSR) to:
-
View TPV requests.
-
Create and submit TPV requests to an independent third party for verification processing.
-
Edit and resubmit failed TPV requests.
-
Cancel in-process TPV requests, by marking them as “No Response”.
-
View the status of TPV response files received from the independent third party.
The IDI platform currently supports a third party verification interface to Third Party Verification, Inc. (referred to as 3PV), a supplier of third party verification services.
