NLAD – Support for National Verifier

The FCC directed the USAC to develop a National Lifeline Eligibility Verifier (National Verifier) to determine subscriber eligibility going forward. Initially, only certain states will need to use the National Verifier. This shifts the obligation of determining subscriber eligibility – for both initial certification and the annual recertification – from service providers to the National Verifier, pending deployment on a state-by-state basis. Service providers will continue using the NLAD API, which will have new data fields from the National Verifier that show whether a consumer is deemed eligible.

With this release (AR 7996), the CostGuard NLAD API has been updated to support a new National Verifier flag. Also, CostGuard provides the ability to configure which states will use National Verifier flag. Users will need to configure the states that require the National Verifier flag to determine NLAD eligibility.

To do this, from the CostGuard Client Applications menu, select BackOffice Management > NPA/NXX Management > State Table

Then right-click the row for the state you need to configure and choose Edit.

The Edit States form has a new check box for marking the State to use the National Verifier.

Consumers in the configured states will have their eligibility determined using the new National Verifier methods. This will bring the service provider in compliance with the FCC requirement.
