The terminating number in this usage record is an NANP number whose NPA/NXX is invalid.

Actions you can take to resolve the problem:
If this is a number that requires special handling, update the dialed number translation table.
This NPANXX may have been just recently put into service. If this is the case, contact IDI BCT to reload the NPANXX table with the newest industry updates.
If the CDR contains a valid termination number, contact IDI for possible software (parser) updates – this may be improperly classified as NPANXX.
If this rarely occurs, the CDR may be bad or malformed. If so, it can be left alone (it will eventually age and no longer be visible) - or it can be purged immediately if desired.
If the usage record should be billed anyway, choose Override Rule on the usage record. If this is done frequently, consider a change to Unbillable Rules for this Unbillable Code. Note that ignoring lookup failures can have undesirable downstream repercussions including rating and discounting failures and poor invoice presentation.

NANP terminating number derivation logic populates terminating place information (city, state, LATA, OCN, Latitude, Longitude, etc.) in the usage record with the results of a search against the NPANXX table. (Terminating numbers that have been populated via the Dialed Number Translation table are not subject to this check, nor are 7-digit local numbers or short codes; only 10 digit NANP terminating numbers). In this case, the NPANXX in the terminating number could not be found in the NPANXX table.
