E911 batch records are auto created when E911 address information is changed via an order or via Customer Management. This is supported by the Create Batch Detail workflow action in the Customer Care category.

Auto-creating E911 Batch Records for Orders
For orders that change E911 information, E911 batch records are created for the following:
add service
disconnect service
reconnect service
duplicate service
change service number
Note:
Do not use orders to modify an E911 address on an existing service. Use Customer Care to do this instead. This functionality will be supported in orders in a future release.
To have orders create E911 batch records, add a task to run the Create E911 Batch Detail action in the appropriate Order Workflow that runs prior to the billing system update. The following illustrates how to do this.

Auto-creating E911 Records in Customer Care
In Customer Care, one of four system-defined triggers automatically run the Create Batch Detail action as applicable:
Contact Modified
Customer Modified
E911 Service Modified
Service Address Modified
These triggers are ready for use out-of-the box and do not require any further configuration.
You can use the trigger search to find these triggers by selecting Create E911 Batch Detail as the Action criterion and System-Defined as the Type.
