The IDI platform supports E911 and MSAG (Master Street Address Guide) functionality to help Wireline providers manage E911 service information. This functionality is supported in the Orders, Customer Care, and Workflow web modules.
Note:
As of version 23.10, IDI Desktop Client will no longer support managing E911 information on services. This information will be read-only in the Client.
In Orders – during order assembly, the ability to:
designate a service address as the E911 address on eligible service types for add service orders. When E911 information on a service is changed as the result of an order the E911 batch record is auto-created as described in Auto-creating E911 Batch Records.
perform MSAG validation on a service address.
In Customer Care – the ability to view and manage E911 information on an account. Similar to orders, when E911 information is changed on an account an E911 file record is automatically created through a Workflow trigger. Customer Care also supports manually creating an E911 file record as may be needed for correcting errors and other non-standard cases.
In Admin Console Data Management – the ability to set up one or more E911 companies. Typically, just one company is required per IDI environment; however, multiple E911 companies may be needed to support mergers or acquisitions.

Why Wireline Providers Need MSAG and E911 Support
As part of the emergency 9-1-1 system (E911), Automatic Location Information (ALI) databases supply location information to Public Safety Answering Points (PSAPs) that dispatch emergency personnel where they are needed. Wireline carriers are required to maintain and update location information on their services. This information is distributed to E911 Providers who in turn keep ALI databases up to date.
In the IDI platform, E911 information is tied to Service Addresses and their associated E911-enabled service numbers. When you submit an order for an E911-enabled service, its service address is validated against an IDI database with Master Street Address Guides imported from the carrier’s applicable MSAG providers. The validated location information is saved to an E911 batch associated to a specific E911 Provider. Periodically, E911 batches are converted into export files and transmitted to the applicable E911 Providers.
Basic Process Overview
MSAG files with E911 location information can be imported from one or more MSAG providers that cover your subscriber base.
A service type can be configured as E911 in the Product Catalog.
A service address can be configured with MSAG information (provider, community, and county) and validated against MSAG information.
A service address can be designated as the E911 address on a service (for service types configured as E911).
Activities on E911 services within the IDI platform produce records to capture the activity. This includes service activation, changes to the E911 address and other properties on an E911 service that are relevant for E911, as well as disconnects of E911 services. These records accumulate and are periodically sent to the appropriate E911 provider in a file. Files are produced in the NENA standardized file format.
The E911 provider is determined based on the MSAG provider on the E911 address. Only MSAG validated addresses will be sent to an E911 provider.
E911 Glossary
ALI | Automatic Location Information. A database that contains the caller’s name, telephone number, address, and other supporting information for use by PSAPs. |
E911 Batch | Collection of E911 records to be sent to the E911 provider. |
E911 Batch Detail | Record that specifies the location of a service number for emergencies. |
E911 Provider | Organization that provides necessary information to the ALI database and disperses the information to the appropriate PSAP when an emergency call is made. This organization is often a county, but can also be a company contracted to maintain the information, such as Frontier. |
ESN | Emergency Service Number designating the emergency services applicable to that locale of the originating 911 call. |
FIPS code | Federal Information Processing Standard used for data communication. |
MSAG | Master Street Address Guide. A database of address information, dispatch community name, and ESNs used to validate customer address and to assign an ESN to each customer telephone number record. |
MSAG Provider | Organization that supplies the MSAG, typically An MSAG a county. |
NENA | National Emergency Number Association. The governing agency for E911 recommendations and specifications. |
PSAP | Public Safety Answering Point. Location where E911 calls are received. |
TAR Code | Taxing Area Rate Code. |
