In compliance with FCC order 22-86 for broadband service providers, the Plans & Services page in Customer Portal has been enhanced to provide a visual indicator and a clickable link when a service has a broadband label. The new link is named View Broadband Facts. Clicking it displays the corresponding broadband label.
Broadband labels are configured and managed in the Product Catalog web application. The following functionality is provided:
Product Catalog users with Allow Log On permission can view broadband labels.
Product Catalog administrators with Manage Broadband Labels permission can:
Configure (add/edit) broadband labels in the web Product Catalog.
Associate a broadband label to an existing SKU that resides in the IDI Desktop Client Product Catalog. Note: The association must be to a product (product type ID = 1) and not other catalog item types such as plans, packages, discounts, etc.
Download a CSV file of all your active broadband labels in the Product Catalog.

Product Catalog Admin users require Manage Broadband Labels permission to configure and manage broadband labels.
Exclusive Groups for Broadband Label Products
Note
Only one SKU or Product should be assigned to a given broadband label. It is recommended (but not required) to create an exclusive group for products associated with broadband labels. Using exclusive groups will prevent assigning more than one broadband label to a service. The oldest broadband label will be displayed if a service has more than one broadband label association (based on the active products assigned).
Exclusive groups are managed in the IDI Desktop Client Product Management, and products are assigned to exclusive groups in the IDI Desktop Client Product Catalog. Refer to the respective topics in IDI Desktop Client help for details.
Configuring and Managing Broadband Labels
Access to broadband labels in the web Product Catalog is via the Broadband Labels link on the Product Catalog landing page.
The Broadband Labels page displays all existing broadband labels sorted by the label name. From here users can view and manage their broadband labels.
All Product Catalog users can click on a label name to view the label’s configuration. The ability to edit existing labels, create new ones, and create an FCC file of your active labels is intended for administrators and requires Manage Broadband Label permission.
Notes:
The Status of a label (Inactive versus Active) is based on the start and end dates on the label.
Active (currently within the start/end dates) indicates the label represents an offering that is currently being sold. These labels are included in the FCC file.
Inactive (currently outside of the start/end dates) indicates the label represents an offering that is not currently being sold. These labels are not included in the FCC file.
The Export button on the Broadband Labels grid creates a CSV file with all labels listed in the grid (active and inactive).
Create FCC File
Clicking Create FCC File downloads a machine-readable CSV file listing all active broadband labels in the Product Catalog. The file format is established by the FCC and is coded to this specification from the FCC.
Creating a New Broadband label
To create a new label, click New Broadband Label. This displays the New Broadband Label form.

Basic Info
Use this section to specify basic information such as name and start/end dates, and other information as required by the FCC. Required fields are marked with an asterisk.
Label Name | Descriptive name to help you identify the label. |

Start/End Dates (marketing time frame) | These dates determine whether or not the label is active (a current offering) or inactive (not a current offering) as indicated in the Status column on the main Broadband Label form. |
Provider Name | Your company’s name. |
Provider’s FCC Registration Number | Established for you by the FCC. |
Service Plan Name | The plan name does not need to include speed tier. However, if you identify the plan name by speed tier, the speed tier must be accurate and consistent with the speed metrics identified elsewhere in the label. |
Service Type | Specify if the plan is for a fixed or mobile broadband connection. |
Tier Plan Name | This field is optional. You can use it to differentiate service plans with a tier indication (e.g., 300Mbps) or terminology of your choice (e.g., Gigabit Connection, Performance Pro, Blast internet). |
Unique Plan Number | This is a required unique identifier for the plan associated to the broadband label. The unique identifier must include a unique ID for fixed (F) or mobile (M) plan, followed by the FCC Registration Number, and end with a provider-chosen string of precisely 15 alphanumeric characters to uniquely identify the specific plan within your broadband offerings. |
Pricing
Specify monthly pricing as a dollar-amount, then use the check boxes to specify other pricing information.
These check boxes let you specify whether each item applies. When checked, additional fields are provided to specify related information.
Has a special introductory rate - Click if this applies, then use the additional fields to specify the rate and duration.
Requires a contract is required – Click if this applies, then use the additional fields to specify contract length and provide a URL to the contract terms.
Has an early termination fee – Click if this applies, then use the additional field to specify the fee.
Link to discount/bundle information? - Click if this applies, then use the additional field to provide a link to discount/bundle information.
Fees
Use this section to manage (specify, add, remove) monthly and one-time fees, and to specify how government taxes/fees are assessed.
To start, one row is provided for a Provider Monthly Fee and a One Time Fee. Enter a Fee Description and Fee Amount as applicable. You can add more Provider Monthly or One Time Fees by clicking the associated Add button or remove a row by clicking the associated Remove button. Below shows a row added for a second Provider Monthly fee.
The Government Taxes/Fees selector lets you specify whether these taxes/fees are Included, Varies by Location, or Other Amount. Choosing Other Amount provides an additional field to specify the amount.
Data & Speeds
Use this section to specify the following:
Includes unlimited data – This hides the related fields as they will not apply. If unchecked, then specify:
Monthly Data Allowance in GB.
Data Allowance Policy URL.
Charges for Additional Data in dollars per GB.
Additional Data Increments in GB.
Link to additional information about this plan’s Data – This provides additional fields to specify the URL and description.
Typical Upload Speed in megabytes per second.
Typical Download Speed in megabytes per second.
Typical Latency in milliseconds.
Policy & Support
Use this section to specify URLs for Network Management and Privacy policies, support text to display, and a customer support phone number.
Associated Product
Use the drop-down menu to select a product in your Product Catalog to associate with this label. The menu lists product catalog items with product type ID = 1 and not other catalog item types such as plans or packages.
Viewing/Editing an Existing File
Click on the Label Name to view an existing label.
Note
Users with Manage Broadband Labels permission have the option to edit the label.
Clicking Edit makes the fields editable. See Creating a New Broadband Label above for details.
Viewing Broadband Labels in the Customer Portal
You can view the broadband label applicable to a specific broadband service from the Customer Portal. The broadband label can be accessed from the Plans & Services section. Expand a service that has an associated product. On the right, beneath the price, is the View Broadband Facts link. Click on the link to view the label.
