No Default serving SID is configured (or it IS configured but cannot be found in the SID table).

Actions you can take to resolve the problem:
Make sure a default Serving SID/BID is specified in Admin Console/ Backoffice Settings/ Rating/ Usage/ Default Serving SID/BID. Also make sure this SID is present in the SID table (see Applications/ Backoffice Management/ Roaming/ SID Maintenance).
The SID table may be out-of-date. Contact IDI BCT to upload any newer version of this table.
If the usage record should be billed anyway, choose Override Rule on the usage record. If this is done frequently, consider a change to Unbillable Rules for this Unbillable Code. Note that ignoring lookup failures can have undesirable downstream repercussions – although some event type processing doesn’t care about Serving SID, in others the Serving SID is fundamental to determining the correct roaming agreement.

Certain CDMA-specific usage records require a Serving SID in the usage record in order to rate and discount correctly. In this case, one of the following occurred:
The Serving SID cannot be determined because it is not in the original CDR and a default setting isn’t specified in Admin Console/ Backoffice Settings/ Rating/ Usage/ Default Serving SID/BID.
A Default Serving SID is configured but it could not be found in the SID table.
