Each service has an effective date and a disconnect date. The call start time of each usage record billed to a service must fall between these dates (actually there is a start grace period setting that extends the start date to be even earlier by a number of days, so that usage such as this can load). In this case the usage is dated before the effective date of the service (including the start grace period).
