Local calling area (Point To Point) rating is a method of rating local calls, usually in a metropolitan area. These local calls are based on local “regions.” This method is used by the incumbent local exchange carrier (ILEC) companies which many CLECs use as a base to modify for their own rates. A good example is the New York City area. If you live in the Upper Westchester region (as defined by Verizon New York Inc.) you pay a certain rate to call within your Home Region (Upper Westchester) and a different rate to call another region, such as West Suffolk. A person living in West Suffolk may be charged a different rate to call within his Home Region and may be charged yet another rate to call Upper Westchester.
Local calling area calls are rated by determining the region for each end of the call. Each NPANXX is in a particular region (rate center). There may be more than one NPANXX in one region. Each region has bands around it that determine whether a call is a Home Region or Inter-Region. If the call is within the same region, it is considered a Home Region call and is rated as such. If the call is from one region to another, it is considered an Inter-Region call. The rate of a call depends on which band the terminating end of a call falls and the Call Plan assigned to the customer.
Examples:
A call from point A to point C is a Home Region call.
A call from point A to point D is an Inter-Region call.
A call from point B to point D is a Home Region call.
