Support for E-Rate (Milestone 2)

E-Rate is a Federal program that provides schools, libraries, and consortia funding for internet access and related services. The program is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). This funding helps schools and libraries to obtain affordable broadband.

This release provides full support for:

• configuring approved E-Rate funding for products and services on an account

• auto-generating E-Rate credits on applicable invoices

• creating USAC reimbursement files

This helps service providers improve efficiency, accuracy, and visibility when servicing E-Rate eligible accounts.

The CostGuard treatment solution is enhanced to support invoice categories and their corresponding aging account balance(s) as supported inputs.

Enhancements to support payment surcharging in Paymentus

CostGuard version 23.6 provides support for payment surcharges for carriers using the Paymentus payment vendor. You’ll need to work closely with Paymentus and IDI to implement this functionality. Complete information for setting up and using the Paymentus solution, including guidelines for setting up and using the surcharge
functionality, is provided in the Paymentus Payment Vendor article in the IDI Knowledge Center.

Dynamic Charge wizard option to include zero charge products

When configuring a Dynamic Charge in the CostGuard Client Product Catalog, and the Dynamic Charge Type = Charge, the Dynamic Charge configuration wizard lets you choose to include zero charge Contributing and/or Eligible products. These wizard pages have a new check box: Include zero charge products. This option defaults to not selected by default (do not include zero charge products).

Missing tender types when selling retail items in Orders web module

When selling retail items in the Orders web module, a location/register must be assigned. If the selected location is set up to inherit from a parent in POS Back Office and the parent location’s register policy was set up to Use the same configuration settings for All Store Types, the child location was not inheriting tender types from the parent so those tender types would not be available in the drop-down menu when tendering the transaction in Orders.

This has been corrected so child locations will correctly inherit the configured tender types from the parent location, when applicable.

Error on adding a package to an order with end-dated child product

When adding a package that contains a child product with an end date in the past, the Order Placement web service throws an error and prevents the call from completing.

The web service has been updated to ignore (not add) child products with end dates in the past and allow the rest of the order to complete. This is consistent with how this is handled in the web Orders user interface.

Errors in modify request for signature captures w/service and installment agreements

When using the Order Placement web service to generate an installment agreement (via modify cart call), an error is thrown when both a contract and an installment agreement are included in the call.

The code has been updated to just apply the installment agreement to the Retail Installment Plan and ignore any other items in the order.

Total amount due discrepancy for same order created in client and Order Placement web service cart

Use taxes were being rounded together with the non-use taxes instead of being rounded separately then recombined. This caused the total tax amount to be off by a small amount.

This was updated to correctly round them separately before combining for the correct total tax amount.

Update rounding for usage summary total

Usage shown on invoices did not match the Usage Summary total due to a rounding issue.

The rounding has been updated so the values match.

XML generation errors

After upgrading to a new CostGuard version customers were experiencing XML generation errors. This was due to addition of the Service Address By Service optional report which did no handle Service Addresses that had null Zip codes.

The report has been updated to handle the null case.

Prorated product dynamic charges not calculating as intended

This issue is related to AR 8883 provided with CostGuard version 22.8. This AR updated the Dynamic Charge wizard in the Product Catalog with a new Prorated Product Charge option (similar to the existing Charge option) that supports prorating for items with a dynamic (sliding scale) price. This AR was designed to work with arrears charges; however, it did not count In-Advance charges toward contributing products for these dynamic charges.

The calculation has been updated to include any contributing product that was active during the bill period including products with In-Advance charges.

Rate Bill Request Error

There were XML memory exceptions during BOSS bill periods due to the XML process loading all the Non-Usage Service records with all the BOSS accounts that are corporate.

The RateBill Request operation has been updated to filter out the Non-Usage Service records that have been final billed to lower the memory consumption by the XML process.

Communications Module LinkingError

This PR updates error handling when linking communications and customer accounts to solve for recently added configuration settings that have not yet been cached.

The error would occur in a small time window around a deployment. The error would be visible for about 30 minutes, go away and not occur again.

Import files not completing

Bulk Data application has been updated where certain files would error but not allow additional files to continue.
